The cars have TONGUES. TONGUES, LASSETER.
The first 15 minutes of the film are devoted to playing around with that fact, in truly unusual ways. And if you watch Mater blowing spitbubbles in the courtroom scene, you can see that it's actually oil, with that distinctive rainbow sheen you see in parking lots on rainy days.
